Many people in Norway pay for electricity from whichever supplier they were assigned when they moved in, and never compare offers again. Yet the differences in monthly fees and per-kilowatt-hour mark-ups add up to several hundred kroner over a year. This guide explains what you are actually paying for, how to choose a contract, and how to move to Fortum with the bonus.
What your electricity bill is made of
An electricity bill in Norway has two parts, and by switching supplier you only influence one of them.

Norway is divided into five price zones, NO1 to NO5. The market (spot) price differs between them and is usually higher in the south than in the north. How this works in practice, and how to compare offers for your own address, is covered in our energy in Norway section.
Since 1 October 2025 households can choose between two state support schemes. The first is the ordinary strømstøtte: from 2026 the state covers 90 % of the price above 77 øre/kWh excluding VAT — 96.25 øre/kWh including VAT — calculated hour by hour. The second is Norgespris: a fixed price of 40 øre/kWh excluding VAT (50 øre including VAT) running until 31 December 2026, capped at 5,000 kWh per month per metering point (1,000 kWh for holiday homes). Both schemes are described on the Norwegian government's page.
Important: Norgespris is ordered through the Elhub portal with BankID, not through your supplier. Whichever scheme you choose, you still need an ordinary supplier contract and you still pay that supplier's mark-up, monthly fee and your grid rent. That is why your choice of supplier matters even with Norgespris.
Which type of contract to choose
For most households a spot-price contract (spotpris) is the cheapest over time. You pay the market price hour by hour plus a fixed mark-up from the supplier. Fortum also recommends keeping a spot contract underneath Norgespris, because the state settlement is calculated from the spot price.
When comparing offers, look at three numbers:
- Monthly fee (fastbeløp / månedsbeløp) — a fixed amount in kroner, paid regardless of consumption.
- Mark-up (påslag) — øre added to every kWh on top of the spot price.
- Lock-in period (bindingstid) — ideally none, so you can switch again whenever you want.
The contract is only half the saving — the rest is consumption. Watch out for offers with a very low introductory price that rises after a few months, and for compulsory add-on services charged on the bill. Fortum in brief
Fortum is a Finnish energy group that sells electricity in Norway through Fortum Strøm AS, based in Oslo. The company holds the DNV Trygg strømhandel certification and offers a money-back guarantee if a customer is not satisfied with the contract.
Its private-customer range is built on spot contracts with no lock-in period:

What Spotpris Elbil adds
- 20 øre/kWh bonus on home charging with Smartlading in the Fortum app. Requires a compatible car.
- 20 % discount on the kilowatt price at HPC and DC charging points with Fortum Charge & Drive. At Tesla charging points the discount is 1 kr/kWh instead.
- The discount covers one charging session at a time, up to 1,000 kWh per month.
At typical electric-car consumption the 20 øre/kWh bonus alone can cover the higher monthly fee (99 kr instead of 49 kr). If you rarely charge at home, the ordinary Spotpris works out cheaper.
Fortum also offers gjennomfakturering — electricity and grid rent on a single invoice — and an app showing your consumption and prices hour by hour.
Switching supplier, step by step
Switching is free and requires no work in your home. The electricity flows through the same cable; only the company that invoices you for the energy changes.
- Check your current contract. If you have a fixed-price contract or a lock-in period, check the notice period and any early-termination fee.
- Open the referral link and pick a contract. For most people that is the ordinary Spotpris. You have to start the order from the link, otherwise the bonus is not registered.
- Fill in the form online. You give your address and personal details. If you know your meter number (målernummer), enter it — it speeds up the start of delivery. If you don't, you can skip that field.
- Do not cancel your old contract yourself. Fortum notifies your previous supplier for you. You can only have one supplier at a time, so you will not pay twice.
- Wait for delivery to start. Fortum begins supplying as soon as possible, or on the date you specify in the form.
If you are moving, order electricity for the new home in advance. Without a contract you are put on leveringspliktig strøm — the supplier-of-last-resort tariff — which is usually considerably more expensive.
400 kr off with the referral link
Fortum runs a referral programme (verving): a new customer who orders a contract through a referral link gets 400 kr deducted from their first electricity bill. The person who referred them gets the same amount.
The key terms, according to Fortum's referral terms valid from 24 November 2025:
- The offer applies to private customers. The order must be placed through the referral link.
- The bonus is counted per metering point, not per person. The metering point must not have had a Fortum contract in the past 12 months.
- Have a cabin (hytte) or a second home? Each metering point counts as a separate referral, but only one reward is deducted per invoice.
- The discount is deducted from the bill. It is not paid out in cash and cannot be transferred to anyone else.
- The bonus does not tie you to a fixed term. However, if you leave Fortum before the whole amount has been deducted, the remainder is forfeited.
- If you switch supplier again within a month, the referring person gets nothing.
Note: if you live in a housing cooperative (borettslag) with a collective electricity contract for all residents, you cannot order electricity on your own.
Frequently asked questions
Does switching supplier cost anything?
No. Fortum charges nothing for the switch. Any cost can only come from the terms of your current contract, if it has a lock-in period.
Will my power be cut off during the switch?
No. Nothing changes physically — only the company that invoices you for the energy.
Can I have Norgespris and a Fortum contract at the same time?
Yes. Norgespris is a state support scheme ordered through Elhub, not an electricity contract. Fortum recommends combining it with a spot contract.
When will I see the 400 kr?
On your first invoice from Fortum. If the discount is larger than the invoice, the remainder carries over to the following months.
What if I change my mind?
Ordering online gives you the statutory 14-day right of withdrawal. Fortum also offers a money-back guarantee if you are not satisfied.
Can I refer others myself?
Yes. Once you are a customer you get your own link in the app or on Min Side. There is no limit on the number of referrals, but a maximum of 400 kr is deducted from any single invoice.
