What every business in Norway should know
Registration — Brønnøysundregistrene. Every business must be registered in the Register of Business Enterprises (Enhetsregisteret). The most common forms are the sole proprietorship (enkeltpersonforetak, ENK) and the limited company (aksjeselskap, AS).
VAT — MVA. A business must register for VAT (merverdiavgift) once its taxable turnover exceeds NOK 50,000 within a 12-month period.
Employer obligations. As soon as you have employees, you must take out occupational injury insurance (yrkesskadeforsikring) and, if the statutory criteria are met, an occupational pension scheme (OTP). Certain industries, such as construction, must also be affiliated with an approved occupational health service (BHT).
Health and safety — HMS. Norwegian employers are responsible for systematic health, safety and environment work. In construction, workers must carry an HSE card (HMS-kort) on site.

Frequently asked questions
Should I choose an ENK or an AS?
An ENK is quick and cheap to set up, but you are personally liable for the business’s debts. An AS requires share capital of at least NOK 30,000 and limits your personal liability. The right choice depends on your risk, income and plans.
Do I need insurance if I have no employees?
Occupational injury insurance is compulsory only for employers, but as a self-employed person you are not covered by it yourself. Liability insurance and personal cover for sickness and accidents are worth considering.
When does OTP apply?
The obligation depends on the statutory criteria, including the number of employees and their working hours. We can help you check whether OTP applies to your company.
